　　中華人民共和國衛生部令(第8號)——食品包裝用原紙衛生管理辦法


　　第一條 為貫徹執行《中華人民共和國食品衛生法(試行)》，加強對食品包裝盒廠家用原紙及其製品的衛生監督管理，制定本辦法。


　　第二條 本辦法管理範圍系指用於直接接觸食品的各種食品包裝用原紙。


　　第三條 食品包裝用原紙及其製品應符合GB 11680《食品包裝用原紙衛生標準》，並經檢驗合格後方可出廠。凡不符合衛生標準的產品不得用於包裝食品。生產、加工、經營和使用單位要作好各環節的衛生工作，防止污染。


　　第四條 生產加工食品包裝用原紙的原料(包括紙漿、粘合劑、油墨、溶劑等)須經省級食品衛生監督機構審批後方可使用。


　　(一)食品包裝用原紙不得採用社會回收廢紙作為原料，禁止添加熒光增白劑等有害助劑。


　　(二)食品包裝用石蠟應採用食品用石蠟，不得使用工業級石蠟。


　　(三)用於食品包裝用原紙的印刷油墨、顏料應符合食品衛生要求，油墨顏料不得印刷在接觸食品面。


　　第五條 生產食品包裝用原紙的企業，須經食品衛生監督機構認可。


　　第六條 食品包裝用原紙必須有符合衛生要求的外包裝，並標明食品用紙的標志及產地、廠名、生產日期等。


　　第七條 食品衛生監督機構對生產經營和使用單位應加強經常性衛生監督，根據需要無償採取樣品進行檢驗，並給予正式收據。


　　第八條 違反本辦法的，根據《中華人民共和國食品衛生法(試行)》的有關規定追究法律責任。


　　第九條 本辦法由衛生部負責解釋。
